RecoveryCredentialToRegister

The recovery key a ceremony registers alongside the credential the client signs with. Its own
branch rather than a signing credential: it is registered for one role only, answers only the
recovery ceremony, and is never what an operation is confirmed with - so the positions that take
one take nothing else.
